S. Hunter Howard Jr. Biography

 

Born in Greenville County on August 13, 1953, he is the son of S. Hunter and Jean Garrison Howard of Fountain Inn. He is married to the former Martha Susan Baldwin of Simpsonville and they have four children: Samuel Hunter, III, Hamilton Craig, Francis Garrison and Martha Campbell.

Hunter Howard is a graduate of Hillcrest High School in Simpsonville. After earning a B.S. degree in Accounting from the University of South Carolina in Columbia, he managed his own CPA firm, Hunter Howard & Company, CPAs in Simpsonville from 1975 until 1982. In June 1986, Mr. Howard completed Harvard University’s Program for Senior Executives in State and Local Government in Cambridge, Massachusetts.

In 1974, Mr. Howard was elected to the South Carolina House of Representatives as the state’s youngest legislator and served for eight years (1974-1982). During that time, he served as 2nd vice chairman of the House Labor, Commerce and Industry Committee, member of the House Ethics Committee, Tax Study Commission, and Chairman of the House Banking and Consumer Affairs Subcommittee.

In 1982, Governor Richard W. Riley appointed him to the South Carolina Tax Commission, and in 1986, he was appointed as Chairman of the Tax Commission. In January 1991, Governor Carroll A. Campbell, Jr. appointed him for another six year term. During his service, he was very active working with practitioners, legislators and the taxpaying public to simplify the tax laws of South Carolina. In 1985, he prepared a report that led to the adoption of the Internal Revenue Code for South Carolina income tax purposes. He was awarded the 1986 Distinguished Public Service Award by the South Carolina Association of Certified Public Accountants. He has been listed in Personalities of the South, Who’s Who in American Politics, and Outstanding Young Men in America.

Mr. Howard served as a Special Assistant to the Deputy Commissioner of the IRS, Michael J. Murphy, on a summer detail to implement programs for expanding relationships between the IRS and the state revenue departments (1991).

In January 1992, Mr. Howard was selected as the President & Chief Executive Officer of the South Carolina Chamber of Commerce, the largest broad-based business trade organization in the state. He received the Order of the Palmetto from Governor Carroll A. Campbell, Jr. in 1992 and was awarded the Distinguished Alumni Award by the USC College of Business Administration in 1996. He received the 1998 Outstanding CPA in Business & Industry Award from the South Carolina Association of Certified Public Accountants and the Barbara H. James Award for Outstanding Business/Industry Person from the S.C. Department of Education in July 1998. He served as a member of the South Carolina Board of Economic Advisors from 1992 to 1999 and on the Charleston Southern University Board of Trustees from 1996-1998. He currently serves on the SC Retirement System Investment Panel and Board of Directors of Leadership South Carolina, Junior Achievement of Greater Columbia, the United Way of South Carolina, and the SC Commission on Higher Education Business Advisory Council. He also chairs the Board of Governors of the Capital City Club, and the SC Council on Economic Education. He also is chairman of the national Council of State Chambers, comprised of the state chambers of commerce across the United States.
